The "14th Five-Year Plan" period is a critical period for promoting the high-quality development of the information and communication industry, and the Ministry of Industry and Information Technology has explicitly requested in the "14th Five-Year Plan" to accelerate the expansion of 5G network coverage, optimize indoor 5G network coverage in urban areas, build a 5G network quality monitoring and analysis platform, carry out quality measurement and evaluation, and promote continuous quality optimization.


In order to better implement the requirements of the relevant documents of the Ministry of Industry and Information Technology, effectively promote the speed and quality of mobile networks, achieve high-quality development of the industry, and serve people's high-quality life, China Academy of Information and Communication Research (hereinafter referred to as "CICT") Thiel System Laboratory, in conjunction with relevant departments and partners of the Academy, uses the mobile terminal speed measurement The mobile network indicators of general concern to the society have been comprehensively analyzed and researched by technical means and monitoring and analysis platforms such as APP.



The National Mobile Network Quality Monitoring Report (Issue 3) is jointly published by the China Academy of Information and Communications Technology and the Mobile Network Quality Pilot Square, with data statistics for the third quarter of 2022. The data in the report is obtained through 5G and 4G network tests initiated by mass users using mobile terminal speed measurement APPs. The overall statistics are obtained through scientific analysis of these samples to reflect the true service quality of the mobile network in terms of different indicators and dimensions. The sampling points used for data processing require a large number and wide distribution as much as possible, covering different geographic areas, different operators and different time periods, but the test results only reflect the actual network access capability of mobile users due to the uncertainty of the test time, location, wireless environment they are in, differences in tariff packages and other factors, and the results shown in this report are for reference only.


In the third quarter of 2022, the national mobile network maintained a stable and positive trend and made steady progress along the direction of high-quality development. 5G network construction was accelerated, the scale of users continued to expand, and the momentum of industry development continued to increase. The main statistical results of this report are as follows.


● The national 5G network downlink and uplink average access rates were 352.09Mbps and 76.98Mbps, respectively.


● The national 4G network downlink and uplink average access rates were 43.81Mbps and 26.41Mbps, respectively.
