As of the end of 2022, the total scale of data center racks in use nationwide exceeded 6.5 million standard racks, and the total scale of computing power reached 180EFLOPS, ranking second in the world, with an average growth rate of more than 25% in the past five years; the rapid development of the computing power industry chain, servers, computers and other major computing The energy efficiency of arithmetic infrastructure has been improving steadily, and the PUE of new large and above data centers has been reduced to below 1.3, and the national optimal level has reached 1.08. Green low-carbon technology is widely used, and more than 100 data centers in China have reached green low-carbon level of 4A or above.


"With the rapid development of cloud computing, big data and artificial intelligence, arithmetic power will become the cornerstone and pedestal to lead the new round of industrial change, and will also become the new focus of global strategic competition." Zhao Ce preached. To meet the opportunities and challenges of the development of arithmetic power and to look forward to the "new blue ocean" of digital economy development, Zhao Ce made three suggestions.


First, strengthen infrastructure construction. Reasonably enhance the scale of computing power, optimize the layout of computing power, enrich the structure of computing power, promote the coordinated development of computing power layout and network architecture, strengthen regional complementarity, and accelerate the construction of "cloud-side end" synergy, computing power infrastructure system that integrates computing, storage and transportation.

Third, guide green and low-carbon development.
